Support for PyTorch 1.5.1

Hi All, Does the PyTorch frontend parser support PyTorch 1.5.1?

CI is at v1.4, you can try but it is not officially supported.

I am aware one of quantized model tests is broken at 1.5. I don’t know what changed in 1.5.1, but at least I know that between 1.5 and 1.6(to be released), there is a big change in how they store quantized parameters, so our quantized model support will be broken at 1.6
